I noted if I got close, it would install the driver, move it from Other Devices to Universal Serial Bus Controllers, and give me a Code 10 (device cannot start).

I did do a manual restore point when everything was back to working, but restoring back to that point did nothing. But the restore point that resulted in success was no longer available. Cool, i'll just do another system restore. 10.1.1.8 (as my HP Support Assistant software was suggesting I do), and everything went back to not functioning. My USB ports were back to operable, and the Device Manager showed a Universal Serial Bus Controllers tree with 7 items under it! I then installed the Intel Chipset Installation and Driver Utility v. So, for the heck of it, I tried another system restore, and OMG! it worked.

Then I noted the computer had set an earlier restore point when a critical update was installed. I did a system restore to when everything was working fine, to no avail. Instead, under Other devices, I get USB xHCI Compliant Host Controller with the exclamation point. In Device Manager, there is no longer the Universal Serial Bus Controllers tree. I thought it was a battery issue, but it ended up being a driver issue. I'm quite frustrated and don't have any more ideas, what to do in order to get those USB 3.0 ports working.I was working on my computer, and all of a sudden the wireless mouse stopped working. One more thing: when an USB Storage/Keyboard is plugged in into those USB 3.0 ports, it's also not shown in bios and therefor not recognized at all. So it seems, it's working, but only the power. However, when i plug in my external dvd burner into one of those USB 3.0 ports, i can see, that the dvd burner gets power and is able to eject the dvd. There was this one time, when the USB 3.0 ports worked with xHCI handoff deactivated and legacy support switched to auto, but after a restart, it went back to the old state: not working. Also legacy support was switched to auto, disabled or enabled, no change whatsoever. I already turned off xHCI Handoff in bios, but there is no change at all. I also was able to install the Intel(R) USB 3.0/3.1 eXtensible Host Controller Driver instead of the standard microsoft one, but that also didn't change the state of the USB 3.0 ports. The requested operation was unsuccessful. In the device manager, there is the USB xHCI Compliant Host Controller which has a yellow triangle and following error message: This device cannot start.
Somehow, my USB 3.0 ports don't work on the new ASUS Strix 270F Gaming Motherboard -> it was like that from the beginning.
